Minors (0-17)

International Clearance Transfer (ITC) - Player (adult or minor) of any nationality who has previously been registered with a club affiliated to one federation and now wished to be registered with a club affiliated to the United States. 

First Registration - Player (adult or minor) who has NEVER previously been registered with a club and is not a national of the country in which they wish to be registered for the first time. 

Adults (18+)

International Clearance Transfer (ITC) - Player is over the age of 18 and has previously been registered with a club/league outside of the United States and is returning to register with a club/league in the United States.

First Registration 18+ - Player is over the age of 18 and has NEVER registered with club/league at any level outside of the United States.

Clearance Types:

P10 (Prior to 10) - International clearances and first registrations for any player (9) years of age and younger at the time of registration regardless of citizenship. 

First Registration Citizen - U.S. Citizens born outside of the United States who have never been registered at any level to play soccer in any other country. 

• Holds physical proof of any U.S. citizenship

• Does not currently hold physical proof of U.S. citizenship and is in the process of obtaining citizenship 

Five Year Exception - Prior to the request, the player has lived continuously for at least the last five years in the country which they wish to be registered (Article 19 paragraphs 3 and 4 of the RSTP) 

50KM Exception - Both the player’s residence and the new club are within 5km of their common border and the distance between the two is no greater than 100km (Article 19 paragraph 2c of the RSTP)

Parents Move - The player’s parents have moved to the country where the player wants to register for reasons not linked to football (Article 19 paragraph 2a of the RSTP)

Exchange Student - The player is moving temporarily without their parent(s) for academic reasons in order to undertake an exchange program, the duration of the player’s registration will not exceed one year and the registration club has no pro affiliation (Article 19 paragraph 2e of the RSTP)

Humanitarian Reason | Accompanied - The player is moving due to humanitarian reasons with their parent(s) and could not be expected to return to their country of origin (Article 19 paragraph 2d of the RSTP) 
Humanitarian Reason | Unaccompanied - The player is moving due to humanitarian reasons without their parent(s) and could not be expected to return to their country (Article 19 paragraph 2d of the RSTP)

Clearance Submission Instructions:

• Submit to psd@ussoccer.org

• Submit no less than 30 days prior to the start of official play 

• Completed clearance form with accurate information and required documents 

• Copy the required personnel 

  • SYL Divisonal Manager 

  • Club Registrar 

• Subject line must indicate the clearance type being requested along with player and club name 

• All submitted documents must be in PDF format, no larger than 5mb

• Each document must be attached individually to one email 

• All submitted documents must be in one of the four official FIFA Languages - English, French, Spanish or German 

• Electronic Signatures are accepted
